After initiating a conversation with the desired vendor, simply press right-most button on the bottom, a Shopping Cart.

Many vendors will do business with anyone who approaches them, but others will only deal with those who are not involved with a rival faction. In other cases, the right to do business with a particular vendor must be earned.
