This chip is the identification chip used by those neutral citizens of Newland and Borealis who bother carrying identification papers. It verifies the owner's identify with fingerprints, pictures and a constantly updated feed from central public information banks. If the owner has a note in any city council records it will also be stored on the chip.

It is recognised as the best form of identification by the Newland City Council.
