This is a deactivated, personal Service Tower. Service Towers have less restrictions than other towers featured with Land Control. They can be placed in any outdoors area - and function more like the so called 'pets' of Engineers, Meta-Physicists and Bureaucrats. The Service Tower is immobile and lasts only for a limited time. The next quality level a Service Tower is available at is 75. 'Use' it (Right-click on it) to activate it.
