This is a container of Cluster Bullets - a general type of bullets called 'permorpha'-bullets. They can only be used with Submachine Guns, to allow a particularly effective Burst attack - affecting a large area at a time. The heavy recoil from firing them will give you a slight amount of damage, and make you unable to use the attack again for 20 seconds.
